The Center for the Creative Occupation of People with Disabilities "KDAP – MEA" in Kavala was founded in 2003 on the initiative of the Municipality of Kavala and the Municipal Public Benefit Enterprise of Kavala "Dimofelia". The structure is part of the Program "Measures for the reconciliation of family and professional life of the Ministry of Employment and Social Protection", which is co-funded by the European Social Fund, within the framework of the NSRF. The implementing body is EETEA (Hellenic Society for Local Development and Local Government).
The center's philosophy focuses on the fact that people with disabilities:
- They have the right to live in a familiar natural/social environment
- They have the right to a dignified and healthy living and the right to improve life
- They have the right to maintain their autonomy, social participation and communication as well as to increase their self-sufficiency
In order to achieve the aforementioned services, the Interdisciplinary Team of the Center is staffed by specialized scientific and auxiliary staff with the following specialties:

- Technician Trainer
- Auxiliary Staff
- Driver
The Facility employs 30 people with mild mental retardation. The actions of KDAP-MEA are addressed to children and adolescents of mild mental retardation, families and the local community.
Conditions of integration – registration:
- Individuals to be included in the level of mild mental retardation
- The age of the applicants/ their education (to have completed the special education "special school")
- Submission of an application with attached supporting documents to the Administration of the Centre
- Doctor's certificate recording the child's health status
- Disability certification opinion (Primary Health Committee of the CRL)
